Carbon Project Manager - Senegal
About the role
The role is responsible for managing and coordinating Article 6.2 carbon projects in Senegal from project inception through carbon credit issuance. The position serves as the central point of coordination between field teams, technical teams, auditors, government stakeholders, and local communities to ensure projects are delivered on time, comply with carbon certification requirements, and maintain high data quality
Responsibilities include:
1. Programme Cycle Management (MADD, MAIN, LONO, FVR & Related Submissions)
Act as the single point of coordination for each Senegal Article 6.2 project from inception to issuance covering both field and desk-review milestones – working alongside the Carbon Technical Team, who lead the technical content and review of all submissions.
Coordinate Final Verification Reports (FVR) end to end – organizing field access, household logistics and all project-side inputs, and tracking desk-review milestones with the Carbon Technical Team and the VVB so that FVR milestones are met on schedule.
Own the submission trackers and associated project documentation for the Senegal Article 6.2 portfolio from project start and provide regular status updates to the Senior Carbon Project Manager escalating delays, risks and compliance issues (including those identified during fieldwork) with proposed mitigations.
Apply BURN's cross-market Article 6.2 execution standards – submission documentation standards, FVR coordination protocols and tracker maintenance – working with the Kenya A6.2 Project Manager and Carbon Operations PMs in other markets to share lessons learned and keep execution consistent across the portfolio.
Support or directly manage Article 6.2 projects in other markets – particularly in francophone West Africa – working out of Senegal, as directed by the Senior Carbon Project Manager, Carbon Operations.
Carry out specific one-off programme assignments as directed by the Senior Carbon Project Manager, Carbon Operations.
2. Field Research, Data Collection Quality Assurance & Compliance
Maintain visibility of, and a working understanding of, the upstream quality assurance processes led by the MRV Coordinator for Senegal Article 6.2 projects, including:
Project location selection through PDG activities – contributing quality and risk considerations and using outputs to inform project planning.
Distribution quality audits conducted through IPV activities – following findings and their implications for monitoring and audit readiness.
Track and monitor project compliance against internal controls, bilateral programme requirements and applicable verification standards; proactively identify, escalate and support the mitigation of quality and compliance risks at each project stage.
Manage quarterly monitoring cycles for Senegal Article 6.2 projects – covering monitoring surveys, Kitchen Performance Tests (KPT) and Water Boiling Tests (WBT) – in accordance with the applicable bilateral programme methodology and BURN SOP, with structured progress and data-quality reporting to the Senior Carbon Project Manager and the Carbon Technical Team throughout each cycle.
Plan, coordinate, lead and report on Baseline Surveys and Baseline Kitchen Performance Tests per guidelines set by the Carbon Technical Team, including:
Designing field survey logistics across Senegal.
Ensuring survey instruments are accurately translated into French (and local languages where required) and field-tested before rollout.
Onboarding and training data collectors and enumerators, in French and local languages as needed, using tools such as ODK, KoboToolbox or SurveyCTO.
Close oversight during data collection activities.
Plan, coordinate, lead and report on Annual Monitoring Surveys, Project Kitchen Performance Tests and Water Boiling Tests, including:
Full timeline planning and coordination of experienced research enumerators and consultants.
Real-time risk assessment and problem-solving during fieldwork, ensuring data quality and integrity throughout.
Develop and maintain a solid working knowledge of applicable bilateral carbon standard requirements at each lifecycle stage – including host-country requirements in Senegal – enabling effective management of certification milestones and audit readiness.
3. Stakeholder Management & Community Engagement
Lead and manage Local Stakeholder Consultations (LSCs) in Senegal per guidelines set by the Carbon Technical Team, including:
Country-level budget preparation, timeline planning and identification and onboarding of local facilitation partners.
Preparing and distributing invitations in French and appropriate local languages across suitable channels (newspaper and radio advertisements, emails and direct outreach), hosting and facilitating meetings, and compiling all required supporting documentation – with English translations or summaries where required – for submission to the relevant programme body.
Act as the bridge between French-speaking communities, field teams, local partners and government counterparts in Senegal and BURN's largely English-speaking Carbon Technical, MRV and leadership teams and international verifiers – ensuring field realities and stakeholder inputs are accurately carried through into programme documentation, and that programme requirements are clearly understood on the ground.
Build and maintain productive working relationships with BURN country representatives in Senegal across the project lifecycle, ensuring a shared understanding of carbon requirements and timely delivery of inputs at each stage.
Support engagement with local authorities and relevant government stakeholders in Senegal on project-level requirements (such as field access and community mobilisation), in coordination with the internal teams leading the national authorization process.
Ensure all end-user awareness campaigns and community benefit obligations stipulated in contractual deliverables are planned, executed (largely with MRV and country teams) and documented on schedule.
4. Audit & Verification Management
Manage all logistics and coordination required for Carbon Audits during Validation and Verification cycles for Senegal Article 6.2 projects, including:
Identifying and booking households for audit site visits, ensuring they meet the standards set by the Carbon Technical Team.
Accompanying auditors during field interviews, facilitating communication between auditors, field teams and households (in French and, through facilitators, local languages), and managing all related scheduling and coordination.
Planning transport and accommodation logistics for all parties involved in audit visits.
Maintain audit readiness across all active Senegal Article 6.2 projects throughout the certification cycle, ensuring documentation and household records are complete and up to standard ahead of verification windows.
These activities will require regular travel both within Senegal and out of the country, as required by the role.
5. Documentation & Reporting
Coordinate, track and compile the supporting documents required at each stage of the certification cycle from all contributing departments, forwarding them for Carbon Technical Team review and providing timely inputs to the Carbon Technical Officer and the Senior Carbon Project Manager, Carbon Operations.
Ensure French-language source records (field, stakeholder and local-authority documents) are accurately translated or summarised into English where required for submissions and audits.
Maintain version-controlled, audit-ready project records across all active Senegal Article 6.2 projects that meet applicable bilateral programme standards, internal controls and programme guidelines.
Own and maintain detailed project Gantt charts covering the full cycle from Project Inception to Issuance of Carbon Credits including desk-review milestones coordinated with the Carbon Technical Team ensuring each milestone is clearly planned, owned, tracked and delivered on time and within scope.
Prepare full project budgets and associated expense reports for all assigned projects, submitting for review and approval by the Senior Carbon Project Manager.
6. Vendor & Contractor Management
Source, onboard, contract and manage field vendors, consultants and service providers required across the full project lifecycle in Senegal – including field operations, logistics, data collection and audit support – ensuring procurement is conducted in line with BURN's policies and that contractors consistently meet required quality and delivery standards.
Requirements
Essentials
Language Proficiency
Full professional fluency in French and English, both written and spoken – this is a non-negotiable requirement.
Ability to lead community meetings, stakeholder consultations, enumerator trainings and vendor negotiations in French, and to produce clear, accurate project reports and documentation in English.
Ability to translate and summarise technical and field documents between French and English accurately.
Project Management Expertise
Proven experience managing multiple projects concurrently (at least 4 years).
Strong skills in project planning, scheduling, risk management and budgeting, including ownership of full project budgets.
Proficiency in project management and reporting tools – Smartsheet, Excel or similar.
Stakeholder Management
Ability to effectively manage field-level stakeholders including enumerators, field vendors, local authorities and community representatives.
Ability to work collaboratively with BURN's Senegal country teams, the Carbon Technical Team and other internal teams – across languages and locations – to ensure timely delivery of project-side inputs at each stage.
Strong communication skills including reporting, negotiation and conflict resolution.
Field Operations
Experience leading cross-functional field data collection teams, enumerators or research consultants.
Ability to manage time effectively and prioritise tasks to meet issuance timelines.
Strong analytical and problem-solving skills; ability to make decisions quickly in dynamic field environments.

Capable of adapting to changing project scopes, timelines and resources.
Open to new technologies, methodologies and feedback.
Right to live and work in Senegal.
May be required to support or manage Article 6.2 projects in other markets, working out of Senegal.
Open to travel both within Senegal and out of the country, as required by the role.
Desirable
Industry-Specific Knowledge
Familiarity with the carbon project lifecycle and certification cycle.
Experience managing field MRV activities – including monitoring surveys, KPT/WBT coordination and verifier engagement.
Direct experience with Article 6.2 / bilateral carbon programmes (e.g. KliK/Switzerland, Japanese JCM or equivalent).
Understanding of key regulatory carbon requirements or standards (e.g. Verra/VCS, Gold Standard).
Awareness of Senegal's national framework for Article 6 and carbon markets.
Working proficiency in Wolof and/or another widely spoken local language (e.g. Pulaar, Serer).
